HON. MINISTER OF EDUCATION, JOSEPH NSENGIMANA CHAIRS A MEETING WITH EDUCATION DEVELOPMENT PARTNERS.

On April 11, 2025, Minister of Education, Honorable Joseph Nsengimana led a key meeting of Basic Education Sub-Sector Working Group which aimed at focusing on better coordination and collaboration to achieve desired quality education outcomes in addition to assessing the implementation of education policies, programs and initiatives.

Partners of the Ministry of Education that attended were UNICEF, World Vision, Right to Play, among many others.

Honorable Minister of Education, Joseph Nsengimana, who was the guest of honor, delivered both the opening and closing remarks of the meeting. He began by showing his appreciation and gratitude towards various development partners who embark on the same journey of improving the quality of education in Rwanda.

“I would like to thank you for your partnerships to the education sector as we also look forward to continue working with you.” Hon. Joseph said. “I also ensure that we remain aligned so that we all move into the same direction.” He continued.

“Looking at the sub-sector, it shows that we are working together, collaborating to ensure a kind of partnership we want. I also encourage that where one lives off, the other picks off, aligning to make sure that we are generating the maximum impact.” Hon. Minister said, insisting on the point of continued collaboration and alignment between partners.

In regards to positive impacts that have been made due to these partnerships, Minister Joseph reflected on the topic of the remedial program, emphasizing on the importance it has had in terms of improving the level of education for learners.

Through her welcoming remarks, Dr. Flora Mutezigaju, the Deputy Director General of REB, recognized how “sharing of the progress, experiences and good practices are key to ensuring the advancement of joint activities.”

Dr. Flora also highlighted how priorities and goals from the National Strategy for Transformation (NST 2) are shared and aligned between both the education sector and its development partners. Among them are; enhancing quality education at all levels, recruitment and training of teachers, provision of teaching and learning materials from pre-primary to secondary education, using ICT in teaching and learning materials, among others.

On behalf of development partners, Mr. Charles Avelino, Chief of Education at UNICEF Rwanda stated that” In terms of collaboration, we have been working well such as on the ongoing Competence-Based Curriculum (CBC) assessment.” 

Mrs. Gwizamahoro Henriette, Education Specialist at Right to Play, insisted on the importance of an Education Sector Working Group (ESG) in terms of helping the flow of collaboration between parties. “An ESG platform leads to a lot of interventions on the field between Non-Governmental Organizations and the Rwandan education sector in ensuring that information sharing and coordination takes place.” Mrs. Henriette said.

Basic Education Sub-Sector Working Group is an operational framework that formalizes the way the Ministry of Education (MINEDUC) and Education Development Partners (EDPs) work together towards a commitment to coordinate the education sector in accordance with Government policies and priorities.
