Rwanda Basic Education Board (REB) is a Government institution established in 2020 by the presidential order No: 122/01 of 15/10/2020 published in Official Gazette No 32 bis of 19/10/2020. It was established under the Ministry of Education to promote the quality of education in basic, specialized and adult schools.

Vision

To promote the quality of education in basic, specialized and adult schools.

Mission

To coordinate and fast track basic education programs and activities aimed at providing to all categories of Rwandans the quality education.

Responsibilities

  • To prepare and distribute curricula, teaching materials , teacher’s guide, methodologies and establish teaching methods for nursery , primary . secondary, specialized schools and adult literacy schools;
  • Establish and monitor the ELearning program in basic education;
  • To promote the use of information  and communication technology in basic education;
  • Coordinate programs and activities to ensure teachers development, build their capacities and monitor their management;
  • Contribute to the development of education policy;
  • To coordinate and fast track  basic education programs and activities aimed at providing to all categories of Rwandans the quality education;
  • Advise Government on all activities which may fast track basic education development in Rwanda.

Director General

Dr. Nelson MBARUSHIMANA

The Director General

Dr. Mbarushimana Nelson, Senior Lecturer of Curriculum and Teaching was appointed Director General of Rwanda Basic Education Board by the Cabinet on February 19th, 2021.
Prior to his current position he was Embedded Education Expert at VVOB.  Dr. Nelson is a Teacher trainer with 20 years of teaching experience in Basic and Higher Education and 5 years in Local Government of Rwanda as chairman of Rubavu District Council- Western Province; bilingual in French and English.He is advisor and developer of academic programs.

Dr. Mbarushimana Nelson Holds Bachelor of Arts in Education (BA.Ed.) Adventist University of Central Africa (AUCA), Masters of Arts in Educational Management (MA.Ed.) from Bugema University and PhD in Education Major Curriculum and Teaching from University of Eastern Africa, Baraton. He went to Stellenbosch University for the course for Supervisors of Doctoral candidates at African Universities.
He is Currently doing post-Doctoral certificate in Educational Leadership focusing on Innovation and creativity at Andrews University, Michigan -USA, School of Education

Deputy Director General

MUTEZIGAJU Flora, PhD

The Deputy Director General

Mutezigaju Flora is the Deputy Director General of the Rwanda Basic Education Board. She was appointed by the cabinet on 17th January 2025. She has extensive experience and expertise in the education sector, gained through her work with the government, international organizations, and United Nations agencies.

Before her appointment, she served as an Education Specialist at UNICEF Rwanda. Earlier in her career, she worked as a primary school teacher and a secondary school administrator. She later joined the Ministry of Education as a Senior Monitoring and Evaluation Professional and the Rwanda Basic Education Board as the Officer responsible for Special Needs and Inclusive Education. Flora worked as a consultant for various organizations, including the World Bank, UNESCO,  Humanity and Inclusion, focusing on inclusive education.

Flora earned a PhD in Special Needs Education with a focus on Physical Disabilities from Kenyatta University in Kenya. She also holds two master’s degrees: one in Special Needs Education, specializing in Intellectual and Learning Disabilities, from Kenyatta University, and another in Educational Planning and Management from Mount Kenya University in Rwanda. She obtained a bachelor’s degree in educational psychology from the Adventist University of Central Africa in Rwanda. She is deeply committed to the transformative impact of education in shaping lives and driving national development.

Joan MURUNGI

Head of Curriculum, Teaching & Learning Resources Department

MURUNGI JOAN  is the Head of Curriculum Teaching and Learning Resources at Rwanda Basic Education Board. Before this she was a lecturer at the College of Education; University of Rwanda. She holds a Bachelor degree in Educational Planning and Administration and a Masters degree (Med) in Policy Analysis in Education from Witwatersrand University South Africa. She has also done extensive studies in the field of Women and Post Conflict Reconstruction Rwanda.  Her researcher interests have been both in Education and Women studies specifically “women in Post Conflict reconstruction & Peace building initiatives”.

 

Leon MUGENZI

Head of Teacher Development, Management and Career Guidance & Counselling Department

Mr. MUGENZI NTAWUKURIRYAYO Léon was appointed Head of Teacher Development, Management, Career Guidance and Counselling Department at Rwanda Basic Education Board (REB) in February 2021. Prior to his current position, Mr. MUGENZI N. Leon was in education sector since 2005 and occupied different positions: University Lecturer and Researcher, Dean of Education Faculty at University, Senior Education Expert  and Education Advisor at VVOB Rwanda, Consultant in education at USAID Soma Umenye Project and Technical Advisor at UNICEF. He has contributed a lot to the teacher training and school leadership and management training in Rwanda

Mr. MUGENZI N. Leon has his master’s degree in Philosophy of Education from Catholic University of Central Africa, Yaoundé – Cameroon and an Advanced Studies Degree in Education Sciences (DEA: Diplôme d’Etudes Approfondies) from UNESCO Chair in Education Sciences for Central Africa, Marien Ngouabi University, National Branch of Cameroon.

Mrs. Sengati Uwasenga Diane

Ag.Head of ICT in Education Department

Mrs. Sengati Uwasenga Diane is the Ag. Head of the ICT in Education Department at Rwanda Basic Education Board (REB). Prior this position she was the Director of Digital Content and Instructional Technology Development unit in the ICT in Education Department and also served as the Director of Capacity Development and Training for teachers unit in the same Department. She also served as the Director of ICT in the Teacher Service Commission. Mrs Sengati U. Diane has an educational background in Computer Science and Engineering and holds various professional development certificates from different programs.
                                                     
Mrs Sengati U. Diane has an experience of more than 20 years in the ICT in Education sector where her main responsibilities include overseeing the development and implementation of digital content for basic education, as well as the integration of technology and emerging technologies into instructional practices and teacher training programs. She worked with and managed various education initiatives and projects related to using and integrating ICTs in teaching and learning including in-service teacher professional development and digital teaching and learning materials development.

Janvier NKURIKIYINKA

Corporate Services Division Manager

Janvier NKURIKIYINKA was appointed as Corporate Services Division Manager in April 2018. Prior to joining Rwanda Basic Education Board, he was the Director of Budget and Treasury Unit with Rwanda Social Security Board. He previously served as an Internal auditor in the same institution.
Janvier holds a Master’s degree of Science in Social Protection Financing from Mauritius International Business School, University of Mauritius. He also acquired Bachelors of Business Administration (Accounting Option) in University Rwanda former Kigali Institute of Science, Technology and Management - KIST.

Emmanuel SHYAKA

Coordinator of Single Project Implementation Unit

SHYAKA Emmanuel is the Coordinator of Single Project Implementation Unit (SPIU) in Rwanda Basic Education Board (REB) since March 2020, as a Coordinator; he is responsible for coordinating and overseeing the implementation of all funded projects components under REB by providing strategic leadership to ensure the achievement of projects’ goals and the sustainability of expected outcomes.

He has extensive experience of more than 10 years in the Operations and Management of Public and Donor funded Projects. His technical competence originates from the various trainings ranging from university education and professional training in various fields.

He holds a Degree in Business Administration (MBA), Bachelor’s in Commerce and Applied Economics (BCOM) specialized in Accounting, and quite a number of Professional training certificates including Financial Management & Budgeting of Donor Funded Projects, and Advanced Corporate Financial Management and Planning of Public Projects offered by international organizations.

He has vast experience in Public & External Financing, and Projects Management, Funds Mobilization, Projects Planning and Budgeting, Grant negotiation with development partners, Programs & Projects’ design and review.

Prior to joining Rwanda Basic Education Board (REB), SHYAKA held different positions in Public and Private sectors including Projects Access to Finance Specialist in  IFAD Funded Projects under SPIU of  Rwanda Agricultural and Animal resources Board(RAB), Projects Financial Management Specialist in Rural Feeder Roads  Projects funded by European Union(EU) and Kingdom of Netherlands under SPIU-MINAGRI, QWMD Project & Irrigation and Mechanization Projects Task Force at MINAGRI, EPQDL Nyagatare (currently known as Savana-Inyange Dairy) and COOJAD-Nyagatare. He also served as a Member of the BDF Investment Committee from 2018 to 2020.

HAKIZIMANA Jerome

Teacher Licensing Officer

HAKIZIMANA Jerome is  the Teacher Licensing Officer  in the Rwanda Basic Education Board (REB).

He  was  selected the Best Professional and Ethical Employee  of the Year 2024-2025.
