BASIC EDUCATION HIGHLIGHTS OF ACTIVITIES IN 2021/2022.

On 7 May 2021, USAID Soma Umenye has provided REB with tablets/laptops for each headteacher of a public or government-aided primary school, all SEIs, and DEOs in charge of primary education. In total, USAID Soma Umenye handed over 2,755 tablets and 30 laptops to REB. The devices will support improved school management, school-based continuous professional development for teachers and headteachers, and provide a direct channel to improve teaching and learning for students.
Hon. Minister of State in charge of Primary and Secondary Education, Gaspard TWAGIRAYEZU who was also the guest of honor appreciated the contribution of educationists on the ground and mentioned that ICT skill is a must for teachers and educationist of 21st century . “Today, we are celebrating the distribution of ICT devices to school leaders, district and sector education officers. These are our people on the ground, and I want to recognize their leadership and service to Rwanda’s children, you are sharping the supportive learning environments that will help our students thrive. In order to equip our students with 21st century skills, our teachers and school leaders must be comfortable with ICT and have access to devices to support teaching and learning.” He said
Speaking to the participants of the ceremony , Hon. Minister emphasized that the given devices must be used beyond usual way; “ But as we know, devices are only one of part of the story. These devices have other resources including digital books, teachers’ guides, training videos and software. We believe this content will support effective school management and continuous professional development of our school leaders and teachers.“ He underlined

On 8th April 2021, Director General of Rwanda Basic Education Board, Dr. Nelson MBARUSHIMANA alongside Corporate Service Division Manager, Mr. Janvier NKURIKIYINKA received members of Heads of School Leadership Organization-Rwanda (HOSO).
HOSO is a legally recognized, Non Profit Making, Member-based, Local Organisation whose Aim is to enhance “Improved quality and standards of education through competitive school leadership and management”.
Different researchers found out that Good leadership in schools helps to foster both a positive and motivating culture for staff and a high-quality experience for learners. Leaders at all levels in schools can contribute to this by developing the top skills needed by school leaders. It is against this background that Corporate Service Division Manager at Rwanda Basic Education Board, Mr. Janvier NKURIKIYINKA mentioned that when headteachers are well fit in leadership strategies, the success of students is guaranteed.
During discussions with Heads of Schools Organization-Rwanda (HOSO), Director General of Rwanda Basic Education Board (REB), Dr. Nelson MBARUSHIMANA says:"We need a school leader who can inspire teachers; who can manage teaching and learning process within school; who can involve parents in teaching and learning activities and a leader who is innovative and creative."

30TH MAY 2021 , Rwanda Basic Education Board (REB) in partnership with Mastercard Foundation, the Belgian Government (the Directorate-General for Development Cooperation-DGD), and VVOB – education fordevelopment, deployed 3,008 laptops to 30 districts in Rwanda. This initiative will help establish an enabling environment for online continuous professional development (CPD) for teachers and school leaders.
The provision of these laptops to primary and secondary education schools will support teachers and school leaders to actively participate in important CPD programmes offered by the Rwanda Basic Basic Education Board (REB) and the University of Rwanda College of Education (URCE). Participation in these programmes has shown positive effects on school leadership practices, creating an environment for quality teaching and learning to take place,” said Marianne Kiggundu, VVOB Country Programmes Manager.
“The desired quality of education can only be achieved if all education stakeholders are on board. Teachers and headteachers who have the ability to inspire students need to be kept top of mind and appropriately supported. We believe these computers will enable teachers to participate in online trainings and to progress with the digital world of education,” said Dr. Nelson Mbarushimana, Director General, Rwanda Basic Education Board (REB).
BASKETBALL AFRICA LEAGUE DONATED 150 LAPTOPS FOR PRIMARY TEACHERS IN THE CITY OF KIGALI
In all parts of the world, the penetration of Information and Communication Technologies (ICT) in schools has led to a major transformation of the education landscape. ICT are increasingly seen as an integral part of modern education systems. The education policy makers and implementers are working tirelessly to make ICT as strong pillar of teaching and learning process.
Based on the above highlighted power of ICT, all stakeholders in education are increasingly supporting this target, in addition to their existing contribution to education sector. it is against this concept, the through its social responsibility, Basketball Africa League donated 150 laptops to primary teachers in the City of Kigali in recognizing their tremendous work to help improve the lives of young people.
Recipients of these laptops are among 4000 teachers from City of Kigali that have been trained from the past four weeks and were also invited to attend one game ( Zamalek vs AS Douanes ) at Kigali Arena , Sunday 23 May 20201 , 2PM.
Speaking to the media, Director General of Rwanda Basic Education Board, Dr. Nelson MBARUSHIMANA said: ”We really appreciate the support of Basketball Africa League, we do believe that these computers will help teachers in preparation of lessons, and of course they will be able to move with the 21st century of technological tools in education."
Teachers who received the laptops were so excited to be given that chance and confessed to use them for teaching and learning process. They also appreciated the free ticket to attend one game of Basketball Africa League.

Samedi, 29 Mai 2021, à ‘Green Hills Academy’, les 8 élèves de différentes écoles
étaient en compétition de dictée et de lecture à voix haute au niveau national. Le thème de ce concours était « Le français refleuri au Rwanda.”. Ce thème est évocateur car il représente parfaitement l’idéal du gouvernement rwandais et de ses partenaires francophones, d’accélérer la manière dont la langue française est enseignée.
Tous les finalistes du concours ont reçu les ordinateurs, les dictionnaires, des livres, des fournitures scolaires, une attestation de participation, des ouvrages littéraires et ludo-éducatifs. La gagnante du concours de dictée et de lecture à voix haute au niveau national est Tona Christa, élève de l'Ecole des Sciences de Byimana, district de Ruhango (sud).
Jusqu'à présent, pour accompagner le pays dans sa démarche, l’Organization Internationale de la Francophonie (OIF) a recruté 24 enseignants volontaires issus des pays membres au profit du “Rwanda Basic Education Board (REB)”, dans le cadre d’une mission coopérative.
Lors de la cérémonie de célébration des lauréats du concours, Hon. Le Secrétaire d'État chargé de l'enseignement primaire et secondaire, Monsieur Gaspard TWAGIRAYEZU a dit : « Nous sommes ici pour célébrer les résultats d’un partenariat. L'année dernière, le Ministère de l’Education a signé un accord-cadre avec l'OIF- (Organisation Internationale de la Francophonie) pour renforcer l'enseignement et apprentissage du français dans nos écoles.”
Il aussi ajouté que les enseignants volontaires encadrent, mais aussi encouragent nos enfants à être les meilleurs. Comme toute la famille du Ministère de l’Education, nous voudrions créer un environnement francophone propice qui permettrait à nos enfants d'apprendre et de s'exprimer. Il n'y a pas de meilleur moyen de le faire que de permettre à nos enseignants de se familiariser eux-mêmes avec la langue française. C'est pour cette raison que la majorité des enseignants volontaires de l'OIF sont dans les Ecoles de Formation des Futures Enseignants des écoles maternelles et primaires (TTC).
Hon. Le Secrétaire d'État, Monsieur Gaspard TWAGIRAYEZU pense également que le concours aura de nombreux participants à l'avenir : « Je suis sûr que nous souhaitons tous que ce concours soit étendu au plus grand nombre des élèves possible. Je voudrais travailler avec tous les partenaires pour m'assurer que nous permettons à nos élèves de nous montrer ce dont ils sont capables à travers les différents concours.” Precise-t-il
Il a continué en disant que les élèves finalistes du concours de dictée et de lecture à voix haute sont un exemple de ce qui peut être accompli si nous continuons à bâtir des partenariats autour d'un plan global pour enseigner et promouvoir le français dans nos écoles. Il a aussi saisi de l’ occasion pour remercier l'OIF, plus particulièrement Madame la Secrétaire Générale, pour partenariat louable.
Honorable, la Secrétaire Générale de l’Organisation Internationale de la Francophonie (OIF), Madame Louise MUSHIKIWABO a déclaré : “ Que vous rêviez de devenir ingénieur, économiste ou autre, vous devrez utiliser le français d'une manière ou d'une autre. Par conséquent, je vous encourage à l'apprendre correctement.”
Madame Louise MUSHIKIWABO a également noté que le partenariat entre l'OIF et le Ministère de l'Éducation est très important et que l’OIF est très heureux de continuer à collaborer avec le Ministère de l'Éducation dans le cadre de la promotion de la langue française
TEACHERS ARE THE MOST IMPORTANT STAKEHOLDERS IN EDUCATION SECTOR, MINISTER OF STATE IN CHARGE OF PRIMARY AND SECONDARY, GASPARD TWAGIRAYEZU SAYS DURING THE LAUNCH OF TEACHER MANAGEMENT INFORMATION SYSTEM (TMIS).
On 01 June 2021, Rwanda Basic Education Board (REB) officially launched Teacher Management Information System (TMIS) . The system is established by REB with the support of UNICEF Rwanda and Mastercard Foundation. The TMIS has been developed and upgraded with reference to the Presidential Order No 064/01 of 16/03/2020 establishing special statutes governing teachers in nursery, primary, secondary, and technical and vocational schools.
Teacher Management Information System (TMIS) will support education sector in different areas such as: Licensing Professional Teachers, Recruitment and Appointment of Teachers, Transfer of Teachers, Promotion of Teachers, and….. etc
During his opening remarks, Director General of Rwanda Basic Education Board , Dr. Nelson MBARUSHIMANA mentioned that TMIS is coming as solution, and he appreciated the tremendous support of all partners mainly UNICEF Rwanda and Mastercard-Foundation who have contributed in the establishment of the system.
It is true that Teacher Management Information System will simplify Teacher Placement; Accessing to teacher’s data (Personalized biographical data); Generating the Payroll Sample as per IPPS (HR at District) to avoid the Ghost teachers and the unpaid teachers cases; Generating the Dynamic Reports Per School, per Sector, Per District; Budgeting Estimation on Monthly and Yearly basis; Accessing to Live Dashboard; Reducing the teacher turnover rate and supporting in various decision making.
While launching the TMIS officially, Hon. Minister of State in charge of Primary and Secondary Education, Gaspard TWAGIRAYEZU underlined that the system should not support only in collecting the information, instead the facilitator for service delivery, “Teachers are the most important stakeholders in education sector, therefore, we do believe that this system will help us to give them the good services.”
“THE FUTURE WILL NEED BEST CODERS LIKE YOU, THIS IS JUST THE BEGINNING, NEVER STOP”, MINISTER OF STATE IN CHARGE OF ICT&TVET, IRERE CLAUDETTE SAYS DURING AWARDING CEREMONY OF BEST WINNERS IN SCRATCH COMPETITION.
Tuesday, 01 June 2021, the Rwanda Basic Education Board (REB), through the ICT in Education Department, planned and to conducted a nation-wide competition on Scratch programming for the upper primary and lower secondary schools across the country.
Scratch is an educational tool with a visual programming language that makes it easy for students to create their own interactive stories such as, animations, games, project-based activities, music, and art. It helps young children to learn better, to apply their knowledge, to solve given problems, to reason systematically, to work collaboratively and to develop essential 21st century skills.
REB introduced the annual Scratch competition in Rwanda to promote digital literacy and programming skills and to prepare future engineers. This activity is in line with the fourth ESSP strategic priority of “Enhanced the use of Information and Communication Technology (ICT) to transform teaching and learning and support the improvement of quality across all levels of education in Rwanda.”
The competition started from the school level up to national level with the following objectives: To promote the spirit of innovation and creativity, to increase critical thinking and creativity in ICT Subject, to provide progressive effort that helps students to improve with ICT Skills in scratch programming language, the competition will also help Sector Education Inspector (SEI), District Education (DEO) and Rwanda Education Board to identify best performing schools at sector, district and National level. The identified schools will serve as role model to other schools on programming. Only the first students in both primary and secondary, from each district were allowed to compete at the national level.
Hon. Minister of State in charge of ICT&TVET, IRERE Claudette awarded Kwizera Isaac from GS Gisozi in Gasabo District and Akalisa Kessia from College Saint Bernard in Gisagara District as best winners of scratch competition at national level.
In his opening remarks, Director General of Rwanda Basic Education Board, Dr. Nelson MBARUSHIMANA said that REB will always support the science and technology in education by preparing future engineers, “ REB has committed to strengthen and improve the ways in which SET( Science , Elementary and Technology) lesson is being taught for the purpose of producing future engineers.” He noted
Speaking to the all pupils who participated in the Scratch competition at national level, Hon. Minister of State, IRERE Claudette said: “The future will need best coders like, this is just beginning. Never stop.”
Hon. Minister of State continued by noting that pupils who use the critical thinking in any critical situation are the ones to be desired and supported; “ We need pupils like, pupils who can ask questions, and solve the problems in any situation, that’s what programmers are there for.” She underlined
All pupils who were competing at national level were awarded the school bags and the first 3 winners were awarded medals, cups, school-bags, t-shirts and laptops.
“EDUCATION WITHOUT DISCIPLINE IS INCOMPLETE. WHATEVER WE CAN DO WITHOUT TACKLING PSYCHOLOGY OF OUR STUDENTS IS NOT ENOUGH.” HEAD OF TDM&CGC DEPARTMENT, MR. LEON N. MUGENZI SAYS DURING THE OFFICIAL LAUNCH OF GUIDANCE AND COUNSELLING TRAINING.
A well-known political Chinese personnel , Dalai Lama once said that: “A disciplined mind leads to happiness, and an undisciplined mind leads to suffering.” This quote remind us the power of discipline. When it comes to students, it is more than just the word discipline, it is life for today and tomorrow.
Being disciplined is most essential for better education. Discipline is compulsory in students’ life because education is not completed without discipline. It helps students to listen to their teacher carefully and also helps them to understand the whole syllabus. If the students follow the discipline, they complete and achieve their goals in life, and of course be the good citizens of the country.
It is believed that Career Guidance and Counseling usually involve a range of interventions including Career Education and Counseling that help students develop and use knowledge, skills, and attitudes in making decisions about their study and/or work options and life skills. While guidance refers to services intended to helping students’ whole-person development, counseling intends to help students with personal, social, psychological and emotional problems.
Rwanda Basic Education Board (REB) realized that there is a need to carry out the training countrywide, just to support and equip 570 Deputy Directors of discipline, Patrons &Matrons who are the ones closer to students on daily life. And of course they play the role of School based Counselors in all primary and secondary schools (Public, Government Aided and Private) across the country under the official instruction of Rwanda Basic Education Board.
The training will help Deputy of Discipline, Patrons &Matrons to improve their strategies in being good listeners to students’ concerns about academic, emotional or social problems and help students process their problems and plan goals and action.
During the official launch of Career Guidance and Counselling training on 20 June 2021 in Rutsiro District, Head of Teacher Development, Management and Career Guidance and Counselling Department, Mr. Leon N. MUGENZI said : the Education without Discipline is incomplete, we really believe that this training will help you in your daily duties, and whatever we can do without tackling the psychology of students is not enough.”
Yes, and yes, it is believed that discipline impacts the learning process by creating a stress-free environment for apportioning time to various activities, improves planning through observing and maintaining a set daily routine, moulds learner character and enhances their motivation, enables the setting of good examples and positively contributes to better grades. Elements such as test anxiety, environment, motivation, and emotions require consideration when developing models of academic performance. Various studies have shown a positive link between discipline in learners and their school performance, with the latter increasing with the increase in disciple levels.
Due to the bullet inside the gun of the discipline, quality education will be the result of the trigger of the mentioned gun. “Desired Quality Education cannot be achieved without students’ discipline and accepted good behavior of students.” Head of Teacher Development and Career Guidance& Counselling Department, Mr. Leon N. MUGENZI underlined during the launch of the training.
It is common believe in our society that Teachers are like second parents, they shape our minds and help us to recognize our talents and goals. To some teachers, it is nothing but a job that pays the bills. But to others, it is their life. Some people believe that the teachers’ primary role is to teach children to behave and to judge what is right and wrong. But on the other hand, teachers play the role of second parents to the pupils. It is they who correct the pupils if something went wrong like what they do on their own children. The teachers also play significant role in shaping the life of the pupils under their care.
In his remarks, Mr. Leon N. MUGENZI said: “You are the parents of the Nation. Your contribution will never be undermined. Therefore, once you go back to your respective schools, we need you to be role models to others in handling students’ social and emotional problems.”
The magnitude of improvements suggests peer learning may be as important as on the job experience in teacher skills development . Speaking to the participants of the training, Head of Teacher Development, Management and Career Guidance &Counselling Department, Mr. Leon N. MUGENZI mentioned that peer learning is the key, “ Let us all learn from each other and I strongly believe that we shall make a tremendous improvement in supporting our students.
“WE ARE COMMITTED TO STRENGTHENING LITERACY SKILLS IN THE EARLY GRADES.” MINISTER OF STATE, GASPARD TWAGIRAYEZU SAYS DURING THE CELEBRATION OF ACCOMPLISHMENTS AND LEGACY OF USAID SOMA UMENYE PROJECT
On Thursday 17 November 2021, Minister of State in charge of Primary and Secondary Education, Gaspard TWAGIRAYEZU together with Ambassador of Unites States to Rwanda Peter Vrooman celebrated the five-year of USAID Soma Umenye project . The project was implemented by Chemonics International, in partnership with Rwanda Basic Education Board (REB) and National Examination and School Inspection Authority (NESA).
Speaking at the event, Minister of State, Gaspard TWAGIRAYEZU said that over the 5-Year, SOMA Umenye has supported P1-P3 children all over the country by putting books in their hands, training teachers, and strengthening the system around foundational skills, especially in Kinyarwanda literacy. He went further by mentioning that the education sector is committed to strengthening literacy skills in the early grades, this is to improve children with a foundation they need in their future studies and life.
Minister of States, Gaspard TWAGIRAYEZU also stated that the Ministry of Education has been pleased to partner with USAID SOMA Umenye, through the Soma Rwanda platform, to highlight the importance of literacy through the National Reading Campaign in 2020 and 2021. Throughout CODID-19 school closures where partners of the National Reading Campaign used creative ways to support the dissemination of digital reading materials.
“Today is also a time to recognize that there is still more work to be done. I appreciate today’s thoughtful discussion and reflection on recommendations. As the education family, we will work together to sustain the gains already made, learn from experiences and work to ensure that all students are given the best opportunity to succeed later in life.” TWAGIRAYEZU said.
Minister of State in charge of Primary and Secondary Education, TWAGIRAYEZU appreciated the technical expertise of USAID Soma Umenye. “allow me to appreciate the SOMA Umenye team, technical expertise, and commitment to literacy are to be commended. Your name-SOMA Umenye or Read and Know; it is a reminder to us that reading is the gateway to knowledge and therefore to opportunity. When we read, we know. Thank you for your contributions, which leave a legacy on the education sector and the nation.” He said.
During the celebration of SOMA Umenye’s accomplishments, Director General of Rwanda Basic Education Board, Dr. Nelson MBARUSHIMANA said that REB has been pleased to partner with USAID Soma Umenye over the past five and a half years and learning to read in Kinyarwanda is the foundation for academic achievement and lifelong success.
Director General of REB, Dr. MBARUSHIMANA also mentioned that children have best opportunity to learn and read when they are provided with a range of quality reading materials, and when they are taught by highly effective teachers. “Through our strong partnership and collaboration, REB and USAID SOMA Umenye have strengthening both the quality and availability of teaching and learning materials and provided targeted training to teachers and school leaders on early grade reading instruction and management.” He said.

From Thursday 18 November 2021, Minister of State in charge of Primary and Secondary Education, Gaspard TWAGIRAYEZU officiated the opening a two-day workshop on Innovation Potential and Success Factors for Foundation Literacy and Numeracy. The workshop was themed to “Stepping back to accelerate forward.”
Speaking at the workshop, Minister of State, Gaspard TWAGIRAYEZU said:” Let us bring our experiences and ideas together. We should support our children to get their full potential. I hope that we will keep this spirit of working together to bring more initiatives towards supporting foundation learning for our children as this is where all begin, we need to make sure that our children get their first step in education right." Gaspard Twagirayezu noted.
Director General of Rwanda Basic Education Board, Dr. Nelson MBARUSHIMANA mentioned that the Government has put more efforts in increasing enrollment around Early Childhood Education (ECE) and recruiting qualified teachers from TTCs to ensure pre-primary education improves in terms of quality education.
During the closing session, Minister of State in charge of Primary and Secondary Education , Gaspard TWAGIRAYEZU appreciated the discussions which will lead to the fruitful results , “ We had very good discussions in the last two days on how we can best support our children in their early age of learning and I think this is a very good topic to have in education. Let's together put into action the best ideas,experiences & recommendations shared.”
“TECHNOLOGY-ENHANCED LEARNING HAS THE POTENTIAL TO INCREASE EFFECTIVENESS AND EFFICIENCY OF CPD OPPORTUNITIES FOR TEACHERS AND SCHOOL LEADERS.”, DG REB, DR. NELSON MBARUSHIMANA SAYS DURING THE CLOSING OF A RETURN DAY WORKSHOP.
It was noted by many researchers in the education sector that nothing helps to effectively acknowledge what someone already knows and realize how well-versed they are on certain topics like sharing does. Sharing their expertise means having new conversations that open up what they have learnt to a new perspective, helping them and others to grow. Sharing good practice builds a teacher reputation as a leader in your school and increases their professional value rather than telling people they’re expert, sharing lets other teachers discover it for themselves in a way that helps them to raise their own level of expertise.
In that above spirit of teachers knowledge sharing , on Sunday 21 September 2021, Director General of Rwanda Basic Education Board (REB) closed the workshop of a return day organized by VVOB and University of Rwanda College of Education for cohort 2 and 3 which took place from 20th and 21 st November, 2021. The main purpose of the workshop was the peer learning among educationists and presentation of the Most Significant Change stories.
More than 2,000 educationists (Head-Teachers and Deputy Head-Teachers for primary and Secondary education, School Based Mentors (SBMs), School Subject Leaders (SSLs), TTC Tutors, District Director of Education , District Education Officer, and Sector Education Inspectors (SEIs) attended the training.
This programme focuses on advancing the implementation of the Competence Based Curriculum while supporting the improvement of learning outcomes in Mathematics and STEM in a gender responsive environment. This programme is being implemented in primary schools in 6 districts and in secondary schools in 14 Districts.
In his remarks, Director General of Rwanda Basic Education Board , Dr. Nelson MBARUSHIMANA appreciated the usefulness of the workshop but also encouraged the integration of ICT in education hence it is one of the triggers to hit the target of desired quality education, “Technology-enhanced learning has the potential to increase effectiveness and efficiency of Continuous Professional Development opportunities for teachers and school leaders. ICT has been adopted as one of the strategic ways for addressing the key challenges of access, quality, equity, relevance and management.
He also noted that trainings are necessary for any educationist, like they way it was mentioned by many researchers thatpersonalized education is well, not rocket science. it is much more complicated. And the training for the teachers must be such that it makes the lives of students easier and learning effective. Teaching is an important process, but teacher is the fundamental element in this process and it is always the method which determines the output of the system.

Director General of Rwanda Basic Education Board (REB), Dr. Nelson MBARUSHIMANA emphasizes the remarkable contribution of CPD, therefore there was a need to reflect the impact of what acquired in the previous trainings. “It is also an occasion to showcase the impact of the programme through the Most Significant Best Stories of Change. It will inform us all of what is on ground and the thoughts will be based on to have the necessary interventions for successful implementation of continued CPDs.”
DISTRIBUTION OF 2, 472 LAPTOPS FOR SCIENCE &MATH TEACHERS AND 757 PROJECTORS FOR SCHOOLS AND 602 SMARTPHONES FOR HEAD TEACHERS.
On 31st December , With the support of world bank and KOICA-Rwanda, REB distributed distribution of 2, 472 laptops for science &math teachers and 757 projectors for schools and 602 smartphones for head teachers. The teachers to receive these equipment’s will be trained in order to modernize instructional tools and enhance the knowledge and pedagogical practice of mathematics and science teachers in upper primary through lower secondary grades (P4-S3).

DISTRIBUTION OF SCIENCE KITS IN SCHOOLS
On 10 January 2022,REB distributed Science kits/chemicals to schools in order to support effective implementation of Competence Based Curriculum by equipping schools with science kit materials that could facilitate teaching & learning of STEM subjects.
These chemicals will allow students to perform science related experiments. It is planned that in the first phase, the distribution will be conducted to 124 schools from 14 districts. The remaining schools from 16 districts will be targeted in the second phase.

Some researchers have found that young children in our primary and secondary schools classrooms today, are the future decision makers, engineers, doctors dancers, artists, nurses and pilots. Because of the fact that our human capability of dreaming about something that matters to us and harnessing creativity to come up with brilliant new ideas, is part of our DNA but squashed as we grow up, there is a need of education sector to keep and support the desire of our children who are in schools. In the 21st Century, ICT in education has the power to impact the students in different ways such their critical thinking and problem solving capacity , collaboration across networks and leading by influence and imagination, etc
Today, the growing reliance on the use of computers is inevitable. Computers have been utilized in a vast areas of modern people’s life such as business, entertainment, education, and others. In daily context, the use of computers is known as ICT which stands for information and computer technology but how do our students understand the word “ ICT” in their own understanding? Speaking to S6 MEG student, Ndatimana Judith from GS NDBC says “ I think ICT is tool for programming and writing.” It looks like this student is ahead of the idea of taking ICT as just machine to type and store information; for her the ICT is the way of conceptualizing the ideas in order to have the concrete results.
For the believes of Umurerwa Aime Ange Nounou, at GS Saint Vincent Muhoza, use of ICT tools for making research data and information available are plenty in numbers today and she believes that ICT has the power to let students access to specific information’s, which means that the influence of ICT, especially internet (open source tool) cannot be ignored in our student‘s lives. So, the learning activities should be reoriented and reformulated, from the manual source centered to the open source ones. In this case the widely use of internet access has been an unavoidable policy that should be anticipated by schools authorities. “ I do understand that ICT is channel to access the information needed and is the general knowledge source of all of us.” She said
One can say that before computers students were learning, during computer age, students are still learning, if it is that case, what changed in their learning spirit ? if you talk to different students they would say the love they have over computer has been relating to their school activities. A S5 student at ESS Musanze, Uwikunda Adeline said : I do love ICT lesson so much, you know why….? At this school I am a leader of the debate club, I do research about the questions to be used in the debates and of course I also use ICT in working on the assignments given from my teachers.”
S6 students Mrs. Niyonsenga Daniella at GS Saint Vincent said that ICT lesson has become the most enjoyable lesson due to the way it impacted her, “ I love ICT lesson , without ICT lesson I would not have known how to design certificates, to manipulate computers applications, in fact my life changed just because of computer, I do believe that I am comfortable with technological world since I am still gaining more knowledge from my teachers here.”
Even though REB through CADIE project has been distributing computers and establishing computer smart classrooms in many schools across the country, but one can ask him/herself , are these computers being used regularly, and how are they benefiting students ? remember that computer laboratory is important in every private and government school to enhance the scientific and technological research and invention capacity of students. I don’t mean computer lab to pass on the formalities and just to showcase that in papers. I mean the good and practical computer lab that makes students interesting and enthusiastic about technology and science.
As it is believed that If there is a computer lab then students can invest their free time in learning programming, automation and to improve their basic skills about computer. That will help them later to define their career goals, entrepreneurship, and job opportunities. For skills development, students need to practice. And to do that effectively they need a computer lab. Therefore, to practice what teachers have taught in the class, they need a computer lab. Speaking to Umurerwa Aime Ange, at student at Saint Vincent Muhoza said that computer lab is being used as the source of information’s and the helper when it comes to assessments from teachers, “ I go to computer lab regularly, I would say every day except in weekends! computer lab is my helper in doing research for handling teachers ‘assignments especially when it comes to end- assessments referring to REB books downloaded from its website since we have few hard books here.” She mentioned
Yes, it is true that a computer lab is a place for students to learn, think, create, explore and enhance their learning and scientific abilities, and that’s why the computer lab is very important. A students at GS NDBC, Ndatimana Liliane cannot glimpse the computer and leave it anyhow, she goes to computer lab to explore and make practices : “I go to computer lab regularly at least 4times a week, I do enjoy using computer lab when I am doing programming and researching, I cannot forget practices based on what teacher has taught us!”
Even if educationists and policy makers keep talking about ICT in education, one would ask if students do think ICT skills is necessary regardless their options (combinations) of studies, because some people might think that ICT is for those who wish to become engineers or any other field related to technology, however speaking to different students from different schools in northern province, it looks like the students have come to understand that ICT is the common dominator of their life of today, and life of tomorrow. S6 MEG student, Ndatimana Judith says : “the world we are living in is not giving us any other choice, whether you like it or not you have to adopt, at least get some basic skills about ICT.”
“ Yes, we are living in the world of technology, we need to be active seriously, we need to be open-minded people and know what is going on the other side of the world through ICT. I will give you an example a student who is familiar with ICT is always sharp compare with those who are not.” Student, Umurerwa Ange underlined
As long as REB through CADIE project is still training teachers, proving the best ICT tools as it can, the dreams of students from on Information’s, Communication and Technology (ICT) will never fade. Speaking to students at ESS Musanze, Uwikunda Adeline is dreaming to become a medical doctor who will be skilled much on ICT tools, and confirm to her that the digital skills is no longer optional, it is a must for everyone; “ I want to become a medical doctor who shall be able to do research using ICT skills, who will be able to communicate with other doctors across the globe using ICT tools.” She said
Even though some students might end up taking a career they have not dreamt of but they still grab the opportunity of taking ICT as added value to their career, the good example is Ndatimana Judith, a student from GS NDBC says: “Initially I wanted to become ICT engineer but I ended up taking MEG option for no other choice! However, I still believe I will become business woman who will need to do some calculations using computer applications such as excel, a business woman who will own website of her business, and of course the business woman who will be much knowledgeable about ICT.” She underlined
Student at GS Saint Vincent Muhoza, Umurerwa Ange believes to use ICT skills not only for her own benefit but for the entire community in the future, “I realized that there are few software engineers , I want to be one of the few engineers who can own at least one software to the solve the issues of the community”.
We know intuitively that highly effective teachers can have an enriching effect on the daily lives of students and their lifelong educational and career aspirations. We now know empirically that effective teachers also have a direct influence in enhancing student learning. That’s why it is always good to know if students are experiencing their expectations from teachers especially on ICT lesson.
Niyonsenga Daniela from GS Saint Vicent Muhazo believes in the power of teachers to shape her future career; “ I think my teachers are so supportive especially in ICT lesson, yes we are on different levels when it comes to knowledge but teachers also assist slow learners.” She said
The perceptions of Niyonsenga on ICT lesson is not different from Ndangiwenimana Liliane from GSNDBC, who thinks teachers are doing their best comparing her level in ICT literacy before joining high school.
Different students do appreciate REB for distributing ICT tools but they also need more tools and not forgetting other their friends from others schools which they assume they no enough ICT tools. “ I do appreciate REB for putting enough energy in the use of ICT in our schools, I ask REB to distribute more computers in other schools which do no have enough resources like us. We do believe that we are ahead of many but we want our friends from other schools to be on the same level like us.” Niyonsenga Daniela said
“ REB is doing a great job in distributing ICT tools especially computers, we do enjoy using computers in computer lab, I would wish all students can have access to computers which is the responsibility of REB to make it happen.” Umurerwa Aime Ange said
ASSOCIATE NURSING STUDENTS UNDERTAKING CLINICAL ATTACHMENT IN DIFFERENT HOSPITALS IN RWANDA.
Students who are undertaking Associate Nursing Program from different secondary schools are participating in clinical attachement which will boost their pratical skills as well as strenghening their commitment of joining the nursing career.
From the beginning of this week , on 24th January 2022, students from Groupe Scolaire Officiel de Butare in Huye District, Groupe Scolaire Frank Adamson Kibogora( GSFAK) in Nyamasheke district, ESSA Ruhengeri (Ecole des Sciences de la Santé Ruhengeri) in Musanze District, and GS Gahini in Kayonza District attended the practical attachment. These mentioned students were accompanied by their teachers and headteachers.
Students were welcomed by management of hospitals, and excited to join the fruitful exercises through practical sessions to which it is planned to be conducted twice in a week.
The ability to meet healthcare needs of a population depends largely on the knowledge, skills, motivation and distribution of people responsible for organizing and delivering healthcare services. Quality Nursing and Midwifery are among the critical health professions highly needed in the healthcare system. Hence, there is a need for professional grooming starting at an early age in order to increase exposure and acquaintance with the clinical setting and ultimately improve the quality of the graduated professional. Therefore Associate Nursing program comes to respond to that need in Nursing through early career guidance, mentorship and professional development through different stages.
The Associate Nursing program was introduced in the second cycle of secondary education level to contribute to the thematic areas and priorities of Sustainable Development Goals (SDG’s) 4 related to education, provision of universal quality health coverage at all levels of health care system, strengthening human resources workforce and harmonization with other national second cycle of secondary education level combinations.

LE LANCEMENT OFFICIEL DE LA 2ÈME PROMOTION DES ENSEIGNANTS VOLONTAIRES DE FRANÇAIS ENVOYÉS PAR L'ORGANISATION INTERNATIONALE DE LA FRANCOPHONIE (OIF).
"Le multilinguisme n'est pas une option mais l'un des besoins pour chaque pays qui a besoin d'un développement rapide et durable.» a déclaré Monsieur Le Secrétaire d'Etat au Ministère de l'Education, Honorable Gaspard Twagirayezu lors du lancement officiel de la 2ème promotion des enseignants volontaires de français envoyés par l'Organisation Internationale de la Francophonie (OIF).
Dans le cadre de la coopération entre l’Organisation Internationale de la Francophonie (OIF) et le Gouvernement du Rwanda, un projet d’appui à l’amélioration qualitative de l’enseignement du français au Rwanda est entrepris. L’organisation Internationale de la Francophonie a la bonne volonté d’apporter son soutien financier et technique au renforcement de l’enseignement du français dans les écoles aussi bien primaires que secondaires à travers la mobilité et le placement des enseignants-tuteurs/mentors dans les établissements scolaires locaux.
Après presque deux ans de phase pilote dans 22 écoles secondaires, le projet va s’étendre dans 45 écoles primaires et secondaires ainsi que les écoles de formation de futurs enseignants (TTCs). La délégation de l’OIF etait composée de trois membres très dédiés dans le projet de mobilité des enseignants et enseignantes au Rwanda.
Après le recrutement de 45 enseignants volontaires, L’Organe Rwandais de l’Education de Base (REB) en collaboration avec l’Organisation Internationale de la Francophonie (OIF) a préparé une semaine d’orientation de ces enseignants volontaires afin de leur donner différentes informations concernant le projet de mobilité des enseignants au Rwanda ainsi que leur mission dans les écoles du Rwanda.
Ces enseignants volontaires recrutés par l’OIF en collaboration avec le REB seront basés, chacun ou chacune dans une école de formation des enseignants, dans les écoles primaires ainsi que dans les écoles secondaires. ils travailleront en même temps comme formateur et enseignant. Le niveau d’intervention choisi est l’école, cela implique que quand les enseignants locaux seront à la hauteur de bien enseigner le français, l’effet positif s’orienterait directement aux élèves.
Monsieur Le Secrétaire d'État chargé de l'Enseignement Primaire et Secondaire au Ministère de l'Éducation, Honorable Twagirayezu Gaspard, a souligné que les enseignants devaient apporter une contribution de haut niveau qui rendrait le français comme une langue plus parlée dans nos écoles.
Il a ajouté que connaître la deuxième ou la troisième langue pour les Rwandais est une grande opportunité au moment où le monde se développe à tous les niveaux et que le Rwanda devient de plus en plus interconnecté avec les autres pays régionaux et internationaux.
"Pour que cette connexion réussie, cela doit passer par l'utilisation efficace des langues étrangères", a-t-il enfin déclaré. Le multilinguisme n'est pas une option mais l'un des besoins pour chaque pays qui a besoin d'un développement rapide et durable. »
Le chef du Département chargé de dévelopment et de la gestion des enseignants au REB, Monsieur Léon N. Mugenzi, a déclaré que parmi les enseignants de français , il y a ceux qui ne sont pas très forts dans cette langue et par conséquent ces enseignants ont une mission de les accompagner de façon à ce qu'ils améliorent leur niveau de connaissance.
Dans les écoles primaires publiques, le français est enseigné depuis la quatrième année, mais il est prévu qu'il soit enseigné au début de la première année primaire.
Le français comme matière sera aussi ajouté sur la liste des examens nationaux que les élèves doivent passer, a souligné Monsieur Léon N. Mugenzi.
Selon lui: “Toute matière enseignée doit faire l’objet d’un exam national. Car, parfois, lorsque les élèves, savent que ils ne seront pas examinés dans une matière quelconque, ils ne font jamais un effort de se concentrer sur cette matière . C’est donc l'une des stratégies qui va être utilisée pour renforcer l’enseignment du français dans nos écoles.”
RWANDA BASIC EDUCATION BOARD ( REB) DISTRIBUTED OVER 2,000,000 BOOKS IN FOR ALL LEVELS IN FISCAL YEAR OF 2021/2022
Yes, some people will call it a book or source of knowledge, but it is more than that, it is where Medical doctors, Engineers, Journalists ,Teachers, Psychologists,…etc have fetched the knowledge; some will not even fear to say that it’s the creator of all incredible people mentioned above.
A book plays a crucial role in any person’s life, more importantly in academicians’ life. It is the only best friend due to its power to inspire them to achieve the great things in their life and overcome their failures. They learn a lot of things from it. A Book is the best companion as it provides them knowledge unconditionally without anything in return. Some people say that a book can help when there is one to help , the book is always there for you in any circumstances especially in explaining; why not describing the concept.
Everything educators can do to create relationship between reading or writing and children is so important for their future development. However, that cannot be achieved without the support of parents and other stakeholders in this critical culture of reading and writing . Parents are special partners in this, if they can read for their children, they are not just helping them to develop reading comprehension, they are also nurturing a deep love of reading.
As much as we talk about the great power of a book, students from early age are the ones to be supported a lot, due to the power of book in making them to understand the drawings and explanations of a teachers from the chalkboard. Not only for students but also teachers need to reference their teaching contents for the students to do extra research since a teacher is not only the source of knowledge as we are Competence Based Curriculum since 2015.
Some teachers have appreciated the initiative of distributing more books in schools, Girasano Ernest, a teacher at EP Kamembe Adventiste in Rusizi District says : “We have received books that guide the teachers as they prepare the lessons, and that’s the role of teachers to prepare and teach, on the other hand, students will also get an opportunity to play their role of reading their books.” He said
Father, Ombeni Jean Nepomuscene, Head Teacher at GS St Taul Tyazo in Nyamasheke District says : “Yes, our kids are going to read, and our library is going to get students, we all understand that knowledge is in the book, if you touch on it you are touching on the wisdom.” He said
The appreciation of Father Ombeni and Teacher Girasano is not different from the views of Rutaganzwa François, Dean of studies at GS Nyarubuye in Karongi district; “ I really appreciate REB for having made this!, teachers and students do fetch knowledge , and do research in the book.” He added
Through Curriculum, Teaching and Learning Resources Department, Rwanda Basic Education Board will continue to provide more resources in schools which is even one of its core mandates.

On 13 May 2022, the Chief Executive Officer of Global Partnership for Education, Charles North and his team accompanied by the Director General of Rwanda Basic Education Board and Vice Mayor of Rulindo district in charge of Social Affairs visited EP Tumba to observe the impact of Global Partnership for Education supported initiatives on Rwandan education sector.
While interacting with teachers at EP Tumba , the CEO of GPE said: “We can feel and see the grateful achievements of what Government of Rwanda did. We will share this experience to other countries that we are working with.”
During his visit at EP Tumba, the CEO of GPE, Charles North appreciated the school feeding program which has contributed in reducing school drop out rate. He also recognized the unreplaceable contribution of teachers in improving quality education.
Director General of Rwanda Basic Education Board (REB), Dr. Nelson Mbrushimana appreciated the support of Global Partnership for Education; “We really appreciate the support of GPE in our education sector, notably the provision of Textbook and Science Kits and other many interventions. We will continue to sustain what we have achieved through the support of Global Partnership for Education.” He said
Senior Education Specialist at World Bank-Rwanda, Mrs. Kidwai Huma believes in more success as other grant comes in; “ We are going to achieve more in terms of providing Quality Education through the support of Global partnership for Education in providing the $30 million Multiplier to strengthen teaching and learning in primary and secondary schools.” She noted.
The Chief Executive officer of Global Partnership for Education together with the Director General of Rwanda Basic Education Board, Dr. Nelson Mbarushimana planted a fruit tree for as to support the school feeding program.
Rwanda was the first country to receive GPE COVID-19 Response Grant to ensure students continue learning during the lockdown and school reopening preparations.
EP Tumba has 549 students with 273 boys and 276 girls. It benefited from Quality Basic Education Project with 12 new Classrooms and 12 latrines and other GPE COVID-19 responses which were initiated and implemented through the support of GPE such as handwashing facilities, scholastic materials, school feeding and remedial programs.

KIGALI, 7th June 2022- The Rwanda Basic Education Board (REB) conducted the Scratch programming competition at national level for all the primary and secondary schools.
60 Primary and and Secondary students competed at national level. 2 students were representing each district.
GIHOZO YVAN BRUNO from Ngoma District at EP GAFUNZO was the winner of primary scratch competition at national level , his project was about 'CHOGM MEETING”
NAHIMANA MOISE from Rulindo district at GS APAPEC MURAMBI, was the best winner of secondary scratch competition at national level, his project was about 'online teaching children with hearing disability.
During the ceremony, Director General of Rwanda Basic Education Board appreciated all the participants and supporter in Scratch competition, “We thank you students for showcasing your skills in ICT, we thank you schools and teachers for supporting these young children, and we also do thank different partners in education sector especially in ICT in education.” He said
Scratch is an educational tool with a visual programming language that makes it easy for students to create their own interactive stories such as, animations, games, project-based activities, music, and art. It helps young children to learn better, to apply their knowledge, to solve given problems, to reason systematically, to work collaboratively and to develop essential 21 st century skills.
REB introduced the annual Scratch competition in Rwanda to promote digital literacy and programming skills among young learners and to prepare future engineers. This activity is in line with the fourth (4th) priority of the Education Sector Strategic Plan (ESSP) related to "Enhance the use of Information and Communication Technology (ICT) to transform teaching and learning and support the improvement of quality across all levels of education in Rwanda"
The competition mainly evaluate the capacity of students to think creatively, reason systematically, work collaboratively the essential skills for life in 21 st Century skills, computational thinking and problem solving using a powerful yet simple to use building block approach to app creation using scratch program. The main objectives are: To promote the spirit of innovation and creativity,To increase critical thinking and creativity in ICT Subject, To provide progressive effort that helps students to improve with ICT Skills in scratch programming language, The competition will also help Sector Education Inspector (SEI), District Education (DEO) and Rwanda Education Board to identify best performing schools at sector, district and National level. The identified schools will serve as role model to other schools on programming.
The competition started from school level up to Nationallevel; all the 60 participants of scratch competition at national level were awarded scholastic material. The 2 best winners at national level ( primary student and secondary student) were awarded laptops and scholastic materials.

RWANDA BASIC EDUCTION PRODUCED AND SHARED 48 EDUTAINMENT
In the fiscal year of 2021/2022 Rwanda Basic Education produced and shared 48 edutainment animated cartoons developed to complement CBC delivery in N1-N3 and P1-P3
13,000 NEW TEACHERS AND SCHOOL LEADERS WERE RECRUITED AND PLACED IN SCHOOLS.
In 2021/2022 Fiscal year, more than 13, 000 new teachers and school leaders were recruited and placed in schools so as to improve the quality of education. This exercise was an added value to other initiatives which aimed to strengthen teaching and learning process. This was also an addition to more than 28,000 new teachers and school leaders whom were recruited and placed in schools in fiscal year of 2019/2022. Ministry of Education through Rwanda Basic Education Board will continue to provide the necessary means such as equipments like ICT devices, laboratory's equipments, teaching and learning materials such as books, science kits, training for teachers and school leaders in order to achieve the desired quality education.
